How to Apply for Contract Labour Licence in Rajasthan

In Rajasthan, the Contract Labour (Regulation and Abolition) Act, 1970 mandates online registration of Contract Labour Licence, for entities involved in employing contract workers. This ensures compliance with labour regulations and protects the rights of these workers.

For Contractors (Mandatory if employing 50 or more contract workers):

Contract Labour Licence

  1. Access the Rajasthan Labour Department Website: Head to the department’s website (search for “Rajasthan Labour Department registration“).
  2. Navigate to Registration Section: Locate the “Establishment Registration” section and choose the option for “The Contract Labour (Regulation and Abolition) Act, 1970 (Contractor)”.
  3. Complete Online Application: Fill out the online form with accurate details about your contracting business. This typically includes information like your company name, address, and contact details.
  4. Upload Supporting Documents: Attach scanned copies of documents that verify your identity and business address. These may include a government-issued ID (PAN card, Aadhaar card), and a business establishment proof (rent agreement, utility bill).
  5. Obtain Form V Signature: Acquire Form V, which is a declaration from the principal employer (the company you’ll be providing contract labour to) confirming the nature of the contract work and the estimated number of workers involved. Get this form duly signed by a representative of the principal employer.
  6. Fee Payment and Download Registration: Once your application and documents are approved, proceed to pay the prescribed registration fee online. Upon successful payment, you can download your Contractor Registration Certificate.

For Principal Employers (Optional if employing less than 50 contract workers):

While registration for principal employers is not mandatory unless they engage 50 or more contract workers, it’s advisable to register regardless. The process is likely similar to that of contractors, involving online registration and document submission on the Labour Department website. It’s recommended to check the department’s website for the latest guidelines specific to principal employers.

Importance of Contract Labour Licence Registration:

Registration under the Contract Labour Act serves two key purposes:

  1. Protection of Contract Workers’ Rights: Registration ensures that contract workers receive fair wages and work under decent working conditions as mandated by the Act. It provides a mechanism for oversight and grievance redressal in case of any violations.
  2. Maintaining Records and Transparency: The registration process creates a record of contractors and principal employers engaged in contract labour activities. This transparency allows the government to monitor adherence to labour laws and take necessary actions in case of non-compliance.

Documents Required Contract Labour Licence Registration

1. Address proof of establishment[Copy of Establishment’s rent agreement (if on rent) or Establishment’s ownership document proof (if owner of establishment)]
2. Photo ID (PAN Card/Driving License/Aadhar Card/Passport)
3. Scanned Signature and Stamp

By registering, both contractors and principal employers contribute to a system that upholds fair labour practices and protects the rights of contract workers in Rajasthan.
